USAID Launches New Teacher Motivation Training Project

Toward a more effective and merit based management of teachers

Teacher Motivation and Training (TMT) is USAID/Benin’s newest education activity. USAID awarded this four year project worth $6.3 million to the Education Development Center (EDC) on July 15, 2009. TMT launching ceremony took place in October 20, 2009 at the Ministry of Primary Education in Porto-Novo.

The TMT project has two main objectives: to improve pre-service teacher training through providing technical and material support to the five newly opened teacher training colleges and to improve teacher classroom performance through a pilot teacher supervision and merit based awards program.

To achieve the first objective of improving pre-service teacher training, the project will develop a teacher training manual for the newly opened teacher training colleges; train the instructors in its use and establish resource/library centers within each of the five colleges to provide the students and instructors with learning materials and computers.

The second objective of improving primary school teachers’ classroom performance will be undertaken through a dual process of improving teacher supervision and evaluation and rewarding good performance and results.

The project will develop teacher supervision and evaluation tools and train educators in their use, and provide annual awards for the best schools and teachers at the national and school district levels. In addition, technical support will assist the Ministry of Primary Education in drafting policies for more effective human resources management, including teacher motivation, supervision, and evaluation. EDC has extensive experience in implementing education projects in West Africa and specifically projects that strive to improve the quality of primary school.

The Chief of Party, Mr. Eric Allemano, has a doctorate in education and over 25 years experience in development education in Africa.

Other key personnel include the Program Coordinator, Ms. Irene Koukoui, who is a qualified teacher and has Master’s Degree and over 15 years experience in the Ministry of Primary Education and in project management. |

The monitoring and evaluation specialist, Mr. Modeste Marius Domingo has a Bachelor’s degree in statistics and a Master’s degree in International and Development Economics. The project will launch its activities with a stakeholder meeting planned for the first week of October
