Allan Reed has over 40 years of international relations and development experience.  Before arriving in Sarajevo, he served as the USAID Development Counselor in Tokyo.  He served as the USAID Director for Southern Sudan in Juba and Director of the Sudan Field Office in Nairobi. Prior to that, Mr. Reed was Mission Director in Zambia, and he has served in USAID Missions in Senegal, Sri Lanka, Russia, Guinea, Swaziland, and Mauritania.

Mr. Reed has spent over 32 years with USAID designing, implementing and managing development projects and initiatives in Africa, South Asia, and Europe.  Some highlights of his career include receiving the 2008 Presidential Rank Meritorious Award for his work as Director for Southern Sudan (2003-2008); the development of USAID's first multi-sectoral HIV/AIDS Country Strategy during his tenure as USAID Director for Zambia (2000-2003); and developing the New Partnership Initiative in Sri Lanka, linking private sector and NGOs (1995-1997).  He served as a Development Officer in USAID’s Africa Bureau, assisting in the expansion of the Sudan program to become the largest in Africa, including increased assistance from the Food for Peace program and an innovative Petroleum Initiative (1982-1986).

Before his work with USAID, Mr. Reed started his career as a Peace Corps Volunteer (1966-1969) in Ethiopia. He then spent several years working in Sudan during and after the first civil war.  He spent nearly a year walking throughout Southern Sudan with the Anya-Nya Liberation Movement, producing a documentary film for NBC-TV and conducting research on cross-border humanitarian assistance for World Council of Churches-affiliated NGOs.  He also worked as an Area Coordinator for the Sudan Council of Churches, managing the reconstruction of schools and clinics destroyed in Sudan's first civil war (1972-1974).

Mr. Reed received his BA in Political Science from the University of California at Berkeley and his MS in Public Administration from the University of California, Irvine/UCLA.

His two daughters and two sons live in the USA.  He resides with his wife in Sarajevo.
