Lisa Gomer
General Counsel
Lisa Gomer is an accomplished and experienced manager with project management and legal expertise in international development and humanitarian assistance. She is currently the General Counsel of USAID. Prior to this assignment, Ms. Gomer worked as an International Development Consultant. She successfully led and participated in evaluations of UNDP and UN Mine Action Programmes in Cambodia, Sudan, South Lebanon and Guinea Bissau. She has also carried out consultancy assignments for UNDP in Sri Lanka, Afghanistan, and Laos with regard to establishing government institutions and national NGOs. Previously, Ms. Gomer worked for the United Nations Office for Project Services, serving in the following positions: Chief, Global and Interregional Division; Senior Portfolio Manager, Mine Action Unit; Legal Counselor, Africa Division; Counselor, Policy & Contracts Division; Rules and Procedures Specialist, Policy, Planning & Information Section. Ms. Gomer was also co-founder and President of a nonprofit organization called Himalayan Healthcare, Inc. and a Corporate Associate at Cleary, Gottlieb, Steen & Hamilton in New York. Ms. Gomer is a graduate of Harvard Law School, John Hopkins School of Advanced International Studies and Stanford University.
